ABSTRACT
Public Agencies Generally speaking, public agencies have more experienced adoption workers than can be found in private agencies. A survey conducted in 2000 by the American Public Human Services Association, the Child Welfare League of America, and the Alliance for Children and Families found that personnel turnover rates at private agencies were more than double those at state agencies-40% versus 19.9%.1
