ABSTRACT

In the previous part of the book we have dealt with the first stage of the policy cycle. We have found that the socio-economic system of the EU can lead to considerable differences in wealth and in access to employment. In other words, it may lead to considerable problems in terms of economic, social and territorial cohesion. Disparities on these scores are often considered as morally unjust and economically inefficient. So a policy is needed to counteract the negative tendencies and make sure that a better distribution of wealth is realized.
