ABSTRACT

After a long period of experience with EU cohesion policies the question of how far the policies have been able to reach their objectives, of course, arises. In other words, in how far the considerable amounts of taxpayers’ money devoted to cohesion policy have been well spent. The answer to this question has to be given at the fifth stage of the policy cycle, which is evaluation. The results of this evaluation can be used to reshape policies so that they better respond to the demands put on them.
