ABSTRACT
As long ago as 1978 the ‘Warnock Report’ stated: ‘the successful education of children with special educational needs is dependent on the full involvement of parents: indeed, unless parents are seen as equal partners in the educational process, the purpose of our report will have been frustrated’ (DES, 1978).
