ABSTRACT
For domestic workers, "the struggle continues" to access the public gender rights that are central to South Africa's democracy. Even though women have made tremendous progress in terms of government leadership and the implementation of policy, domestic labor illustrates that the campaign for gender rights has not yet reached the household. The largest sector of working women in South Africa continues to experience severe marginalization because their labor is situated in the private household where apartheid inequalities prevail. These conditions led domestic workers in this study to repeatedly express that to them, democracy was "only on paper."
