As Lewiston transitioned from a rural township into an urban industrialized city, a minimalist theory towards charitable aid was adopted by civic authorities. This was especially evident in the fact that there was not a Poor Department established and funded by the city of Lewiston until April 1879, almost two decades after the town’s municipal incorporation. ¹
