ABSTRACT
A narrow definition of rationality has tended to deny the relevance of values and imagination. Scientific knowledge and technical expertise have been considered to be value-free, and imagination has been seen as a wildcard that needs to be put to one side for our knowledge and action to be rational. In practice, however, all rational actions in city design have been imbued with value and imagination.
