ABSTRACT
The good people of Democratia were suffering an upsurge in chronic criminality. A
minority of anti-social people were stealing, vandalising, robbing, and every so
often murdering other citizens. How bad was the situation? Well, scarcely a day
went by without something awful being reported in the papers. So that’s bad.
