Informant 92, a Han demobilized soldier in his early fifties, lived with his wife and daughter in a flat on the seventh floor of a residential building for seven years. His wife had been the director of the neighborhood management committee, which had been hiring him to sweep the streets in the neighborhood. One would assume that he must know a great deal about his neighbors. But he did not.
