ABSTRACT
LEAs required to arrange for the special education of all handicapped pupils to be given in county and voluntary schools, except where this was impractical, incompatible with the efficient instruction in the schools or involved unreasonable public expenditure, in which case it could be given in special schools or in independent schools with the approval of the Secretary of State.
