ABSTRACT

We now come to the first of four important chapters dealing with tools and techniques for learning cities and regions. In order to implement policies that will lead to the realisation of their objectives, budding learning cities and regions will need recourse to the means of creating a culture of learning. Surprisingly, there are many of them – for measuring, monitoring, activating, stimulating, mobilising, developing and consulting cities and citizens and for understanding the fundamental social, economic and educational dynamics – though many are not well-known in municipal circles. Many of them result from recent education projects in Europe, some of which we have already mentioned – TELS, NewTELS, LILLIPUT, R3L, INDICATORS, PALLACE, LILARA and SKILL EUROPE. These projects have designed, developed, tested, refined, modified and made available a variety of implementation aids to assist in the construction of learning cities and regions.
