The finger of blame is being pointed at such yuppie miniscooter icons as Robbie Williams, Kylie Minogue and Jude Law; to whom I would add Angela Rippon (who turned up for her first day at her new ballet job riding one with all the frosty assurance of a duchess on a skateboard) and Pierre-Yves Gerbeau, who whizzes round-the Millennium Dome on teeny wheels, grinning.
