ABSTRACT

The 1997 government report Excellence for All Children (DfEE 1997a) highlighted a need to improve the consistency of SEN provision across the country, so that every child gets the best education available, regardless of where they live. To help make this happen, the DfES set up 11 SEN regional partnerships, to help local authorities and other providers work together so they can share experience and knowledge and, where possible, plan and develop services as a region, rather than individually. The need for agencies to work in partnership through multi-disciplinary approaches is a vital element in ensuring that children with SEN and their teachers receive the best support, advice and guidance required to produce successful learning and participation.
