ABSTRACT
The previous chapter showed how the issue of developing leadership is not a straight-forward one in schools. So what are the barriers? Teachers were very clear about these.
Responses from teachers were varied, but can be seen to fall into four main groups:
• the National Curriculum • group/peer problems • behavioural problems • lack of opportunity.
