ABSTRACT

The years 1963-67 were an era of contradictions and upheaval. Short-lived or caretaker governments were called upon to handle tense and dangerous problems, which were being anxiously followed by an excited and bitterly divided public opinion. Not unexpectedly, these governments were not very successful. They had little control over events, faced multiple fronts and were plagued by internal crises which in turn tended to maximize the difficulties in formulating a comprehensive response to problems.
