ABSTRACT
Change initiatives in large, complex organizations can occur in rapid bursts,
in incremental steps or on a continuous basis. The focus of this book, changes to policies and initiatives in the World Bank during the Wolfensohn
presidency, has shed light on a variety of changes in the Bank’s internal and
external organizational environments. This chapter analyses how the com-
bination of executive leadership, strategy entrepreneurs and process inno-
vation led to a punctuated, or transformational, change episode within the
Bank. Specifically, it explains how President Wolfensohn, by delegating and
relying on a small team of departmental staff, initiated and supported
major changes to the World Bank’s 1991 Forest Strategy and the 1993 Forest Operational Policy.
