ABSTRACT

During the last decade, the World Bank has undergone significant reforms.

Often these changes are referred to as a paradigm shift from the Washington Consensus to the post-Washington Consensus (Fine et al. 2001; Board and

Cavanagh 1999; Williamson 2003). While both focus on markets and eco-

nomic policy, the latter understands development as a transformational

process that also has social, political and cultural dimensions. The question

this chapter intends to address is: How can we explain policy change in

international organizations (IOs)?
