ABSTRACT

Chapters 3 and 4 have set out the defining characteristics of state social work and reviewed the changes in its organisational regime, from the bureau-professionalism which followed the implementation of the Seebohm Report, through to the impact of managerialism. In parallel with the implementation of the Seebohm Report, social work education was brought within a professional validation framework through the establishment of the Central Council for the Education and Training of Social Workers (CCETSW) in 1971.
