ABSTRACT

With the growth in interest in NGOs among policy makers and social development researchers, it is necessary to develop the conceptual frameworks for analysing these organizations. On the basis of such frameworks hypotheses can be developed about how NGOs operate and thus about the nature of policy possibilities for working with NGOs. In particular, the interest in NGOs’ linkages with the state requires that decision makers in government, donor and NGO circles think carefully about the terms on which this relationship can be structured.
