ABSTRACT
At this point we should pause in tracing the legislative history and assess what had been happening to the country’s stock of historic buildings during the first forty years of the twentieth century and whether there had been any signs of growing public concern for their conservation. Something must surely have happened that prepared the way for the new regime ushered in by the Planning Acts of 1944 and 1947.
