ABSTRACT
Before we take our discussion any further it might be as well to make some assessment of the differences in educational standards in the two countries. This can in part be done by some international statistical comparisons. A fuller treatment of these can be obtained from the relevant literature. I shall touch briefly on a number of surveys conducted since the Second World War.
