ABSTRACT
As Chapter 11 indicated, there is a relatively large body of well examined experience on which to draw in determining the characteristics of formal programs that will be successful in preparing future leaders for the high ground. Much less experience has been had in preparing school-leaders for the swamp. Nevertheless, that experience has been instructive with regard to program characteristics and gives rise to optimism about the possibility of improving expertise in the swamp.
