ABSTRACT
All modern states have grown in size and complexity in recent years. In this century most states have extended their roles and responsibilities from primarily defence and law and order concerns to concerns about everyday economic management, welfare services and the regulation of many aspects of social life. This expansion in the scale and scope of big government has been accompanied by larger budgets, bigger bureaucracies and increasing difficulties for politicians in controlling the complicated structures and procedures of officials who now administer the state system.
