The February Revolution and the origins of Dual Power

In her seminal work, States and Social Revolutions Theda Skocpol argued that revolutionary strength in itself was neither ‘the ultimate [nor] sufficient condition for revolution’. No regime, she concluded, will be overthrown until its ‘administrative and military power…break[s] down’ (Skocpol 1979:16, 285). Her argument has particular relevance in understanding the February Revolution.
