The process of change in vocational education and training in the United States

Three words come to mind when discussing change in vocational technical education and training in the United States: complex, difficult, slow. I should add a fourth one, too: possible. While the United States has succeeded in making changes in the vocational education and training system, those changes have not come easily, and they are often spread out over many years and achieved only through incremental steps.
