ABSTRACT
Despite the almost continuous restructuring which has occurred in many nations over the last decade and the associated emergence of systems of self-managing schools, we believe that education is not yet approaching a period of stability as far as governance or management are concerned. Expressed simply, we are still in a period of transition in education, as in other fields of public and private service.
