ABSTRACT

This chapter will attempt to investigate the culture of development but by a different method. To invoke the question of culture in the context of development has most frequently been to question whether the practice of development elicits a 'culture clash'. In other words to assess whether the success of development projects or programmes is affected by a cultural disjunction and, if so, in what manner: how such conflicts arise, how they can be solved and avoided in the future. This chapter will not attempt to contribute to this debate. Its preoccupation with culture is located elsewhere. Questions of 'culture' will, in the following pages, be explored in relation to issues of representation. In this brief analysis 'representation' will mean the construction of meaning in and through images of development as produced by British NGOs.
