ABSTRACT
Specialist care and primary care must be intimately linked. The models required will depend on the wealth and nature of individual
countries. There are seven irreducible elements of care which all countries will
need to deliver. There are ten components to a comprehensive mental health care
system but only rich countries will be able to afford the full spectrum of specialist services.
