ABSTRACT
Popular planning is planning by local colmmunities in their own neighbourhoods. It involves both the formuation of planning proposals and their implementation by local community organizations. This rests on dose collaboration between the community and the local planning authority, which has to be persuaded to adopt the popular plan as official policy. But the essence of popular planning is that local residents retain a high degree of direct control over the whole process.
