ABSTRACT

This chapter describes both the legacy, and some of the current directions of change, before turning to the critical design features of a vocational curriculum. The diverse range of vocational qualifications has arguably been a major factor in inhibiting access for learners. It exercises control over the system of vocational qualifications by first defining the occupational standards, through its lead bodies, and then through its power of giving or withholding accreditation to the awards offered by the national awarding bodies such as Business and Technology Education Council and City and Guilds. The professional bodies have developed historically to represent their members and to protect the standards of training. Open college networks (OCN) are locally based and controlled networks which operate within a national framework provided through the National Open College Network. OCNs award credits and certificates for achievements on recognised programmes.
