ABSTRACT

Gramrāj, village government, was a form of swarāj with each village having the power to manage its own affairs. This meant the progressive abolition of government control and the creation of a stateless society. But it did not mean accepting the necessity of a totalitarian dictatorship as an intermediate stage as the communists claimed. For Vinobā the best government is no government at all, or freedom from government. This was what he meant by sarvodaya.
