ABSTRACT

Thinking and clarifying the ‘who’ and ‘what’ issues involved in evaluation may help people new to evaluation to understand its dimensions. The listings below should not be taken as implying that planning and designing an evaluation is just a matter of answering questions or of following a simple sequence. There is a dynamic between each of the areas and questions listed below. Hopefully it also alerts evaluators of the need to plan how their time will be used and of the need to relate the choices which they make to the resources that are allocated.
