ABSTRACT
The growth of municipal newspapers since the early 1980s represents a significant development for the local press. It signals, moreover, the possibilities for creating a greater pluralism in local newspapers in terms of their ownership and organizational forms, their staffing and journalistic resources, but, perhaps most significantly, the ideological posture inherent in much of their editorial content.
