ABSTRACT
In contrast to its achievements in the areas of contracts, property, and dispute resolution, China’s record on human rights appears to many outside observers to be seriously flawed. On the one hand, China has supported human rights research and scholarship at the highest levels of policy making.2 International documents on human rights have been translated into Chinese and published with government support.3 China has approved bilateral scholarly exchange programs aimed at information sharing on human rights doctrine and practice.4
