ABSTRACT

The time has long passed when it was possible to understand the workings of the UK system of public administration with reference only to Whitehall, Westminster and the world of local government. As we have seen in Chapter 8, the realm of quasigovernment is now increasingly important. Beyond this, however, the workings of the European Union and the emerging systems of devolved and decentralised government are integral to the functioning of modern public administration. In this chapter we seek to examine some of the salient features of these elements of the system of government.
