ABSTRACT
Good systems of government and public administration are properly accountable to the people. Open, transparent and effective processes of accountability are benchmarks against which governing orders can be judged. Systems of government and public administration, which are deemed to be unaccountable or deficient in accountability, are invariably viewed as problematic. In simple terms, in modern democratic states we expect those who exercise power to be held accountable.
