ABSTRACT

This chapter analyzes the federal response capability and posture towards international terrorism prior to 9/11. Thereafter, a brief discussion of 9/11 and its impact is undertaken. The remainder of the chapter identifies the key laws and federal agencies that were constructed or reorganized in the immediate aftermath of 9/11 and their present-day roles and responsibilities. Sidebars that further discuss the role of the Department of Homeland Security and its subcomponents are also included.
