ABSTRACT

This chapter focuses on leaders, leadership, and governance. Theories and concepts have been presented to create a framework for examining leadership and governance in Nigeria. Different theories were presented to illustrate some of the realities that existed under various Nigerian leaders. The argument was made that good governance is essential to sound infrastructure development, and it was suggested that transformational leadership is the best path to future success. The transformation and transition theories of governance provide vital tools for explaining the process of decision making and project implementation by both the authoritarian military regimes that controlled a significant portion of Nigerian leadership history and the democratic civilian administrations. The transformation and transition theories of governance explain the change from civilian democratic government to military authoritarian regime and from military authoritarian regime to civilian democratic government. These theories aid us in understanding the problems of governance that are involved in such changes.
