ABSTRACT

The vision 20:2020 national development policy was launched by the Obasanjo administration. It was designed as a ten-year plan to stimulate Nigeria’s economy and launch the country onto a path of rapid and sustained growth. Critical to the attainment of the vision were two broad objectives: the optimization of human and natural resources toward the attainment of rapid economic growth, and the translation of the resultant growth into equitable social development for all citizens. To operationalize the first national implementation plan of vision 20:2020, a transformation agenda document was developed as a medium-term implementation framework. The document was developed to mitigate the age-long characteristics of Nigeria’s developmental efforts: lack of continuity, consistency, and commitment to agreed policies, programs, and projects. The Jonathan administration reforms and the implementation of the first national implementation plan of vision 20:2020 consolidated Nigeria’s economic growth and stability, generating private sector investments in infrastructure that supported growth in the real sectors of the economy.
