ABSTRACT
Chapter 2 goes into more detail about how a planning system can provide sufficient numbers of houses that people can afford and to provide infrastructure to support them. It explains how planning has, unfortunately, not been all that successful at meeting these goals. It explains the difficulties in building enough, and affordable, houses in the right places against the opposition of existing residents and without some method for capturing increases in land values. Progress has been made since the 1980s on recovering some of the cost of providing affordable housing and infrastructure buy levying contributions from the proceeds of the development as a condition of planning permission.
