Leaders ask for assistance when it is required and are appreciative when it is offered. Think of disasters and one leader asking another for help or offering help. Some people are really good at making deals, and they are usually the rich people. A leader who takes responsibility for his or her actions and explains them which sometimes may include asking for help is seen as a human. Lines drawn in the sand create drama, but they also create situations that can try a leader. The perception of the IRS is of an army of hapless clerks wearing green eyeshades sitting behind desks arranged in long rows. At random, they plunk a hapless citizen from the stack and torture that citizen with threats.
