ABSTRACT

By the official proclamation of the State of the United Arab Emirates, a new member of the international community, in the form of a seven emirates union, came into being. The union was to be governed by a constitution which was adopted by the rulers as the fundamental law regulating political, economic and social affairs of the federal state and its central bodies. The federal authority was to assume legislative and executive powers in the following spheres: Clearly the union was rendered simply one party among other parties and not the cherished destiny of the region. The council was to face many challenges, the most important of which was that all the ministries had to start from scratch, since no previous institutions, administrative structures or even trained officials existed. There was virtually nothing except the ministers themselves, not even buildings for the ministries.
