ABSTRACT

An integrated case highlights this very practical elaboration of the rational model (pragmatism IS at the heart of praxis and our call for a mixed methodology). The chapter opens with a defense of the use of Big Data and evidence in policy decision making. Then, the case has the analyst working for local government, and five tools of rational analysis are explored through their application, including: sampling and surveys (with an examination of internet surveys), extrapolation and forecasting, measures of central tendency, discounting, and cost-benefit analysis. We also discuss data analytic skills and topics ranging from building a new community swimming pool to workplace safety. The chapter also reminds readers of the potential pitfalls, and sometimes intentional misuse, of these tools; their implications for democracy; and the fact that they cannot make normative and political questions go away. It concludes with six practice problems (answers in the online Teaching Appendix).
