ABSTRACT

The proportion of daily control to hoshin activities varies, but generally 75 to 95 percent is daily control and 5 to 25 percent is hoshin. This is because daily control is the base and policy deployment is effective only when daily control is performed correctly. Both systems grew out of TQC, and they are used in combination for implementing business and management plans. Daily control is used to maintain and control the current control level, whereas policy deployment is used to improve the current control level. Exemplifying the concept that “control and improvement are the two wheels of a vehicle,” daily control and policy deployment can be classified as control activities and improvement activities, respectively. Figure 4-1 illustrates this concept. The area shown in dotted lines is control of the European or American type. It differs from the Japanese type in that improvement is pushed during daily control and setup is effected through improvement break-throughs. The difference between it and continual improvement through policy deployment and daily control is important. K. Ishikawa noted this at the Dainippon Ink Company’s fifth QC circle seminar, held in March 1988. Policy deployment is a problem-solving activity used to assign priorities to management 106tasks. Daily control can be called routine work activity. But both of these are performed simultaneously at each department or section. The results of improvement through policy deployment are built into daily control activities through prevention, standardization of steps, and the QC story. Thus, the cycle of daily control can be called the SDCA cycle, that is, standardization-do-check-action. Critical problems checked during the SDCA cycle in daily control are then taken up by policy deployment tasks. Figure 4-2 shows the control steps of daily control and the QC story in policy deployment. The control steps are the movement from the PDCA cycle to the SDCA cycle or vice versa.
