ABSTRACT

The chapter highlights that the governance of colleges in Bihar raises many issues. It is observed that some universities have a larger number of affiliated colleges, and the composition of private affiliated and constituent colleges also varies. The large number of affiliated colleges in and of itself raises problems of supervision, admission, examination, etc. There are huge problems in the affiliation of colleges. The universities, under pressure from vested interests, liberally recommend the affiliation of colleges to the state government. However, state government denies the affiliations for a long time and finally accords temporary affiliations. The problems of co-ordination between the university and the private colleges, the appointment of teachers and non-teaching staff in the colleges and the constitution and functioning of the managing bodies of the colleges have been also noted in governance at the college level. There are many colleges where the appointment of Principal is ad hoc as the selection committee procedure is not followed. Further, the chapter highlights that internal governance poses many problems. The teaching–learning process in most colleges in Bihar suffers due to a shortage of teachers and even the absenteeism of students, who prefer to attend coaching institutes. The examination process is found to be irregular in many universities.
