ABSTRACT

There are various indicators through which progress in the financing of higher education can be assessed. Some of these indicators are: (i) percent expenditure on education to aggregate expenditure, (ii) percent expenditure on education to the GSDP, (iii) percent distribution of education expenditure among primary, secondary and higher education, (iv) per student current expenditure on higher education, (v) per student real expenditure on higher education, and (vi) percent per student real expenditure on higher education to per capita NSDP. With the help of these ratios, an attempt is made to understand the current scenario of the financing of higher education in Bihar. Efficiency in the management of financing needs to be ensured by proper training, bringing transparency and using technology. If, for example, utilization certificates are not submitted properly, universities will be denied further installment and work may be adversely affected.
