The main priority of Italian military intelligence (SIFAR) was the fight against domestic leftist subversives, a strong subversive threat. SIFAR was a strongly political intelligence agency and policymakers poorly controlled it. In 1960 SIFAR helped subvert a center-right government that was unintentionally contributing to the strengthening of the communist left. In 1964 it threatened to remove a center-left government it perceived as dragging the country into a communist-like economic abyss with its radical reform programs.
