ABSTRACT

This chapter maps the main discourses that actors can contest and reflect on and analyses the contributions of social movements, mini-publics and online forums that promote the prospects for deliberation and enhance deliberative capacity. It highlights the dynamic connectivity of arenas in public space, particularly focuses on the linkage of mini-publics and social movements that facilitates dialogues, and mobilisations to reshape policy discourses and policy-making processes. The rise of social media and virtual community facilitates ongoing conversations and strengthens the linkages of a multiplicity of deliberation practices and spaces in deliberative systems. It demonstrates the significant roles of civic society organisations that contribute to functions of deliberative systems, and there is a noticeable improvement of deliberative capacity in terms of inclusivity, authenticity and consequentiality.
