ABSTRACT
This chapter analyses the relationship between national security and information, and the role (and limits) of FOIA-like legislation. It examines the different attitude of various States toward the role of intelligence services with ‘security’ sometimes taking the place of ‘intelligence.’ It accounts for the role of transparency as a legal tool to enforce the right to know.
