ABSTRACT

The report at the 17th National Congress of the Communist Party of China, held in October 2007, mentioned the issue of residents or families’ property and property income several times. The report specifically mentioned: Chinese residents deposit a little money from their low salaries, and get a minute quantity of interest from the small amount of deposits in the banks, which can be considered as property income. The real meaning of “create conditions to allow more people to possess property income” is to attach importance not only to the increase of resident income, but also to the increase of resident property. Attaching importance to both labor income and property income also helps expand channels for residents to increase income, which reflects the diversified sources of resident income and helps to build a harmonious and stable society. Certainly, attaching importance to the increase of property income does not mean ignoring the increase of labor income.
